"These were whether it is a "workable solution" to avoiding a hard border; whether it respects the "integrity" of the EU's single market and customs union"; and whether it is an "all-weather backstop".
The UK would, however, technically leave the EU customs union, allowing it to negotiate, sign and ratify free trade agreements with other countries and to implement those elements that do not affect the functioning of the temporary customs arrangement, according to its published technical note.
If the Prime Minister loses the votes, which some reports have suggested she might, then the United Kingdom will be required by law to remain a member of the EU single market and customs union and the House of Commons will have the power to send government back to the negotiating table if MPs are not happy with the final arrangements negotiated by Theresa May.
The EU proposed keeping Northern Ireland in the customs union but this was rejected by the government as well as Northern Irish party the DUP, which is holding together Mrs May's minority government.
The government is considering two possible options in a debate that has exposed a deep rift within May's cabinet between those who favour a clean break with Europe and those willing to accept closer cooperation with Brussels. "The temporary backstop is not in line with what we want or what Ireland or Northern Ireland need".
And he said Mrs May's insistence that the arrangement must be time-limited meant that it could not be regarded as a true backstop, providing a fallback option if the UK's preferred permanent solution could not be agreed.
"What's important now is that we now have a published, agreed piece of government policy", May's spokeswoman told reporters, saying the government was "looking forward" to further talks with the European Union on Britain's counter-proposal.

The Prime Minister was "going to go into a phase where we are much more combative with Brussels", the Cabinet minister said.
The European Parliament's Brexit co-ordinator Guy Verhofstadt said it was "difficult to see" how an agreement could be achieved, the BBC says.
Barnier stressed he was not dismissing the British customs proposal, despite enumerating a series of technical questions which he said European Union negotiators would be raising with London.
The row escalated as Sir Alan Duncan, minister at the foreign office and deputy to Boris Johnson, raised the possibility of a second Brexit referendum on the final deal. And just now, the EU's lead negotiator, Michel Barnier, dismissed it out of hand.
"This is a clear compromise to keep David from resigning, but it does undermine Theresa hugely", one pro-European MP in May's Conservative Party said.
