Italy blocks joint text on trade, defense at European Union summit

Merkel is under pressure to get EU leaders at the main June 28-29 summit to agree to share out migrants more evenly to placate her conservative allies, Bavaria's Christian Social Union (CSU).

"As one member reserved their position on the entire conclusions, no conclusions have been agreed at this stage".

Mr Conte said: "Italy does not need more words, but concrete actions".

A Senior EU official has confirmed Rome is behind the stalled talks in the Belgian capital after a press conference, featuring Jean-Claude Juncker, Donald Tusk and Bulgarian Prime Minister Boyko Borissov.

"But it is significant that we have been able to work with the Italian prime minister and make advances on the idea of "controlled centers" that are backed by greater European support".

It's after Italy's Prime Minister Giuseppe Conte blocked the adoption of European Union statements on trade and defense.

"It's a possibility I hope not to consider, but if we reach that point, on my behalf we will not have shared conclusions".

Rome has recently refused to allow several migrant rescue boats dock at Italian ports, reviving fresh tensions despite the fact that numbers of arrivals have dipped sharply since the height of Europe's migration crisis in 2015.

Europe can decide to "overcome the challenge in a way that people in Africa or elsewhere believe that we are guided by our values, and that we take a multilateral rather than a unilateral approach", Merkel added.
