After denying Khashoggi's death for almost three weeks, the kingdom last week said the columnist was accidentally killed after a discussion at the consulate turned into an altercation.
It was the first concrete step by the Donald Trump administration after the disclosure of Khashoggi's death in the Saudi consulate in Turkey's Istanbul, Time reported.
Turkey has dismissed Saudi efforts to blame rogue operatives and urged the kingdom to search from "top to bottom" for those responsible for the killing of Khashoggi, a Washington Post columnist and critic of the Saudi leadership.
"The public prosecution received information from the Turkish side through the Joint Working Group between the Kingdom of Saudi Arabia and the Turkish Republic, indicating that the suspects in Khashoggi's case premeditated their crime", Attorney General Shaikh Suood bin Abdullah Al Mo'jab said.
He said Saudi Arabia had arrested 15 Saudi suspects who flew to Turkey shortly before the attack, as well as three local consulate staff, and called for the 18 to stand trial in Istanbul.
Saudi officials originally said that Khashoggi had left the consulate following his disappearance after entering the building on 2 October.

"We will prove to the world that the two governments are cooperating to punish any criminal, any culprit, and in the end justice will prevail", Prince Mohammed said, to widespread applause from conference delegates in the hall.

"But I don't think Trump has any concept of the need to do that - let alone how to do that - and therefore I fear that Mohammed bin Salman will survive but he will continue on the path that only advantages Iran and gets the United States continuously into trouble", he said.

For their part, the Trump administration and the US defence industry are scrambling to save the few actual deals in a much-touted $110 billion arms package for Saudi Arabia.
Erdogan offered his "sincere apologies" to the senior scribe's family, fiancee and the people of Saudi Arabia before beginning his speech at the Turkish parliament.
Erdogan said was "deeply saddened" by the death and that Turkey would follow up the incident. "As of now, we expect of them to openly bring to light those responsible, from the highest ranked to the lowest, and to bring them to justice".
Meanwhile, the Turkish President has not confirmed if a recording of Khashoggi's murder and alleged torture exists. Then they said he died in a fistfight in the consulate.
